Dispatch overview
Dispatch is the run coordinator. It resolves inbound work, mints engagements and runs, spawns sandboxes, and parks for human input across hours or days.
Split of responsibilities

Durable pause
When a run waits on a person, the pause is a database row, not a live process. Machines shut down; when the answer arrives, dispatch resumes at the right spot.
